If you’re in a domain environment, you will have to do this at the domain controller level. If, like in this example, you are using a standalone server, open Local Users and Groups (Run > lusrmgr.msc).

  1. Create a new user or edit an existing one. In the screenshot that follows I have created a user called vpn_usr.

  2. Once created, go on its properties (double click on it or right click > properties). In the Dial-in tab, under Network Access Permission, select Allow access. Click Ok to save.
